I informed you that, as I had no authority to alter the agreement, I was unable to reply on this point, but that there was no reason why I should not report your wishes in the matter to the Minister of Communications. I also stated that, in my capacity of director-general, I could assure the groups beforehand that if vital alterations were made in the agreement, such as an admission of another country into the consortium, it would certainly be impossible to agree to such alteration.

As regards alterations in the conditions of the agreement, I stated that I was of the opinion that, after discussion, we could arrive at a decision as to the settlement of points of minor importance in the old agreement, but that I was very much afraid that it would be impossible to come to an agreement on the principal points.

5. Extension of the Railway System.

In the course of our interview I replied that the aim of the Chinese Government The was to connect the line with Canton in the south and with Chengtu in the west. plans as regards the Canton extension have been already published in the Government

Gazette.*
